The Ministry of Interior (Misrad HaPnim) is one of the government offices responsible for local government, citizenship and residency, identity cards, student and entry visas.
The Population and Immigration Authority (Reshut HaOchlusin V'Hahagira) is the governmental organization that deals with immigration documentation including Teudat Zehut (identity card), Darkon (passport), and other official documents.
